Executive Board

Mr. Mehmet Celayir graduated from Istanbul University, Faculty of Economics, Department of International Relations. Mr. Celayir started his career as an Officer at Elazığ Branch in 1996. After serving in various positions in the Bank, he was promoted to the Branch Manager of Cizre/Şırnak Branch in 2004. He was appointed as Assistant Regional Manager of SME Loans Underwriting Division of Diyarbakır Region in 2006 and Regional Manager of the same division in 2009. He then served as Branch Manager of Mersin Commercial Branch, Head of Commercial Banking Sales Division and Branch Manager of Gaziantep Corporate Branch in the respective order. Mr. Celayir was appointed as Deputy Chief Executive on 14 December 2022. Mr. Celayir, who was appointed as the General Manager of our Company on April 01, 2026, still holds this position and the Board membership of our Company.

Ms. Canan Keskin was born in 1976 and graduated from the Department of Economics in English of the Faculty of Economics and Administrative Sciences of Marmara University in 1998, and earned her Master’s degree at in Economics from Guelph University in Canada. Having started her banking career as Assistant Inspector at the Inspection Board of Türk Dış Ticaret Bankası A.Ş. (Fortis Bank A.Ş.) in 2000, Ms. Keskin served as Credit Rating Manager at the Credits Group of the same bank between 2006-2007, Unit Manager of the Corporate and Commercial Loans Monitoring, Administrative Proceedings and Legal Proceedings Department between 2007-2009, and Director at the same department between 2009-2011. Following her service as Manager of the Corporate Loans Monitoring Department at Türk Ekonomi Bankası A.Ş. from February 2011 to December 2011, Ms. Keskin started taking office as Operations Manager at our Company in December 2011, was appointed Executive Director on April 1, 2017 and Assistant General Manager on January 1, 2020.

Mr. Necati Çağlar was born in 1974 and has graduated from Ankara University, Faculty of Political Sciences, Department of Finance. Mr. Çağlar joined the Board of Inspectors as an Assistant Inspector in 1996 and continued as Submanager at 4. Regional Directorate between 2005-2007, Submanager at İstanbul Regional Directorate of Commercial Loans Division between 2007-2008, Kuruköprü Branch Manager between 2008-2009, Regional Manager at Kocaeli Region of SME Loans Underwriting Division between 2009-2012, Regional Manager at Bayrampaşa Region of SME Loans Underwriting Division between 2012-2016, Department Manager of SME Loans Underwriting Division between 2016-2020, Department Manager of Commercial Loans Underwriting Division between 2020-2024, Branch Manager of Güneşli Corporate Branch in 2024. Mr Çağlar was appointed as Asistant Genel Manager of our Company on March 01, 2025 and still holds this position.

Mr. Bülent Kaya was born in 1970 and has graduated from Ankara University, Faculty of Political Sciences, Department of International Relations. Mr. Kaya began his professional career in 1993 at T. İş Bankası A.Ş. in the Supervisory Board. He subsequently held positions as Assistant Manager in the Software Development Department in 2001, Assistant Manager in the Istanbul 3rd Regional Directorate in 2003, Branch Manager of the Paris Branch in 2004, Unit Manager in the Foreign Relations Department in 2007, Branch Manager of the Taksim Branch in 2010, Regional Sales Manager in the Maltepe Regional Directorate in 2013, and Regional Sales Manager in the Bayrampaşa Regional Directorate in 2017. Appointed as Purchasing Manager in the Purchasing Department in 2019, Mr. Kaya was appointed as Deputy General Manager of our company on May 1, 2025.
